I am only guessing, but I think the space consideration is more for the size of the download (meaning the amount of time it would take to download the installation file and the space on the hosting servers) than for the size of the installed suite on the user's computer. That way, people who do not have unlimited Internet accounts do not have to pay for extra time or megabytes to download something that they may not need; if they *do* need it, they can download the templates separately.
