After you enable for asian languages you have to click Ok to leave the Options dialog and re-enter it before you can see Languages>Asian Layout. Also, what is the functional difference between this setting and Format>Character>Pair Kerning please? I enabled kerning as you suggest but this doesn't appear to do anything obviously different.
