Firstly, put the CD in and then double click the OOo install file. It should be as simple as that (yes you do have to double click something).
What appears on the CD's is not always controlled by OOo itself. Since OOo is open source anyone can get a copy and put it onto CD by themselves and then sell/give them away. If you have further issues with installing you may try contacting the person/company you purchased the CD from to see if they provide support.
