I'*ve* to format the following outline numbering

                          CHAPTER I
                   TITLE CHAPTER

I.1 Sub title
...
                        CHAPTER II
                   TITLE CHAPTER

I.1 Sub title
...

The Heading1 separator is: "CHAPTER", and the after is "<newline>"

The TOC should be like

                                                                 pp
CHAPTER I
TITLE CHAPTER.......................................x
I.1 Sub title...............................................x
CHAPTER II
TITLE CHAPTER.......................................x
I.1 Sub title...............................................x

Is there a way to insert special controls?
