It looks like you can't have a secondary axis without the primary.

I think that's correct, secondary must be with primary but the answer
is to turn off the primary axis label. Select the chart area,
Format... Axes... Label... uncheck Show Labels.

edited: oops! forgot to say, do the above for the X Axis and leave the
2ndry X axis alone, of course.
