From Excel97 help:

QUOTIENT
Returns the integer portion of a division. Use this function when you want to discard the remainder of a division. If this function is not available, run the Setup program to install the Analysis ToolPak. After you install the Analysis ToolPak, you must enable it by using the Add-Ins command on the Tools menu.

If Excel has something similar that OOo should be using then you could consider it a bug that OOo is not using that when exporting to XLS. However if what you have found is a missing feature in Excel then you should open a bug report with Microsoft :)
