I don't think you can do this in Writer. (Perhaps someone else will explain how to do if if there is a way?)

I would recommend working on the images in a OpenOffice Drawing document, then when you have them as you want them, "select all", "copy", and "paste special" into the writer document as a "Draw 8" graphic. (If later you want to modify them again, double-clicking on the graphic will open it as a Drawing document embedded in the Writer document.) I use this technique all the time for inserting mathematical diagrams into documents, and it works fine for me.

Also, for some purposes, it is sufficient to insert the pictures into a frame with a transparent background and no visible border. Then the can be moved around in the frame, and the frame can be moved around over the the background page.
