You are telling OOo that it can grab an extra 23Mb for itself to keep if it needs it. The figure is probably a maximum limit, but since OOo startup is faster it's probably being consumed immediately, so I would say that OOo is taking up the extra 23Mb - which means that there is 23Mb less for other applications in physical memory when OOo is running (in focus). That probably only means that you may experience some slowdown when switching between applications sooner than normal due to swapping between physical memory and disk as the system manages your total 'virtual' memory pool.
