Hi Louise,
OpenOffice.org 2 can do surprisingly well as a desktop publishing
program; search online (on Google, for example) for an OpenOffice.org
newsletter template; one I found is at
http://ooextras.sourceforge.net/downloads/english/
If you need more publishing functionality than this, you may want to
consider Scribus (which currently runs only on Linux and Mac OSX, but
has a beta version out for Windows, see http://www.scribus.org.uk/ ).
If you need Web publishing functionality, NVU is a good open source choice.
