AIUI the problem is that OO selects the module to load entirely from what it thinks the file type is. So when loading HTML, it selects the Writer/Web module, and that cannot save in .odt form. The obvious way around is, after loading the HTML in OO, select and copy everything; then open a new text document and paste it in. Then you can select the type to save it as. Is this the only case where there could be confusion as to which module is needed? If so, then perhaps a simple checkbox on the open file dialog could direct html to writer instead of the default.
