Why are you doing that?  Wouldn't it be easier to install the French
language pack so that your users could choose which language to employ
simply by selecting French, in the appropriate places, and re-starting
OOo?

Please explain why you think you need two instances of OOo. If you
really do, please see

for how to do multiple instances of OOo on the same machine.
