I'm running OO.org v2.  So far in order to create a legend with the text
I want, I have to copy my data within the spreadsheet and give it the
legend text I want (using the 'first row as label' option).  While this
isn't the worst thing in the world, it is slightly inconvienent and
makes the spreadsheet look a little messy because now I have 2 places
where the data can be seen, each with different text above.  I thought
about hiding the "second copy" to make the sheet look nicer, but hiding
columns hides the data from the graph as well.

Specifically, imagine my electric utility information on one tab labeled
2005:

        Month   Electricity
        -----   -----------
        Jan     100
        Feb     105
        ...

This is how I want the data to appear when viewing the raw numbers. 
Since I'm graphing 2005 values against 2006 (and eventually against
other years), I want the legend box to say '2005', not 'Electricity'. 
I'm separating the years by tabs, so the equivalent column in each tab
will say Electricity.  I guess one solution is to put ALL the numbers on
one tab and label the column by year.

So to get the legend I want, I have to copy my 2005 data elsewhere in
the tab (not a copy, just have the cells equal the other cells so if the
original changes, so does the copy -- I don't want people to thing I'm
really making an independent copy), so that it looks like:

        =a1     2005
        ---     ----
        =a3     =b3
        ...

Hopefully you get the idea.  I checked with a colleage who runs Excel
and you can change what the legend says by selecting the graph line of
interest (it's a property of the line).  I can't see any equivalent in
Calc.  Is there a way to do it?

I realize this is a lot of writing to ask a simple question, but I
wanted to make sure people understood exactly what I was asking.
