To be honest, I do not know. My knowledge of Windows is severely dated
and I have only a XP Pro box with which to experiment. In my case, I
found that copying script.xlc and dialog.xlc
from c:\Program Files\OpenOffice.org<release>\presets\basic (you were
right there) to 
C:\Document and Settings\<username>\Application Data
\OpenOffice.org<release>\user\basic solved my problem. I am not certain,
but I had to do this on an upgrade at the beginning of the 2.0 final
cycle where I had some macros that tried to get migrated. At least that
is my perception. Doing the above replacemement corrected the error.
Since then no further problems.  Simply removing these and restarting
replaces them on the next restart.

See if removal and restart works for you and do not forget to exit the
quickstarter.
