Yes, I've been working a lot with GIMP, lately, and was annoyed to find
that that didn't work on OOo. But, if the color table is to be OOo-wide,
rather than document-peculiar, I suppose putting it in Tools->Options is
wiser.
Not from a user's POV. It's more sensible to have that table available where a
user would most likely see it.
