I am assuming you are referring to the OOo Quickstarter icon in the taskbar tray (normally bottom right hand corner of the desktop). If so, right click on that icon and from the pop-up menu untick the "Load OpenOffice.org During System Startup". Right click on the icon again and select "Exist Quickstarter". Having disabled Quickstarter, you may find that OOo takes a little longer to open. Hope this helps.
