Of course Microsoft's competitors stand to gain from open standards (an
innovation in itself that Microsoft thus far has refused to embrace
voluntarily).
The question in relation to which document formats people are allowed to
use is 'Who decides?'. Is it going to be the EC (on behalf of the people
of Europe) or Microsoft?
