[users] downloading new dictionaries

I am having a problem downloading french and spanish dictionaries.  I have 
Windows XP and have downloaded open office 2.0.  Every time I attempt to 
download the dictionaries I get a message telling me there is no internet 
connection yet I am on broadband and online.  Can you help please?
