This is what they are intended to do. Not sure what you mean by "clearly not the case" re US-GB versions. For example, the spelling of words in the menus are changed, e.g. "Tools - Customise" instead of "Tools - Customize". If you install a language pack it should appear in the "Tools - Options - Language Settings - Languages - User Interface" list. By the way, it's imperative that you keep your language pack up to the same version as your OOo version.
