Dumb question: Did you click the mouse cursor somewhere in the text, or
otherwise make sure the text has the "focus"? If not, many applications
would behave this way. If yes, I don't know.

Currently I use Microsoft Works word processor and have no similar
problems with this (arrows/cursor). No, it is not a problem with the
scroll lock on the computer either!
I have a Dell 8400 running Windows XP Pro and the arrow keys work
perfectly.
