Yes, the same idea is in OOo Writer. I have no idea how similar it is to
MS Office (you didn't say explicitly it was MSO, so I'm presuming).
Editing email attachments directly I haven't tried.

First switch OOo to show changes via Edit - Changes - Show. This isn't
necessary in this order but good to start with. This is a toggle.

You can start recording changes via Edit - Changes - Record Changes.
Each different change author gets a different colour for their
contribution. This is a toggle and is independent of the Show setting.
OOo will continue to record changes as long as this toggle is on.

Any/All changes can be reviewed and accepted or rejected at any time via
the Edit - Changes - Accept or Reject dialog.

You can also include comments with each change via Edit - Changes -
Comment (while the text cursor is in a change), or by going into Accept
or Reject and editing the Comments column for the change record.

To set colours and other attributes, such as change bars, go to Tools -
options - OpenOffice.org Writer - Changes

Don't forget to switch recording off, particularly if Show is off,
otherwise Writer will get slower and slower (noticeable on very large
documents), and may seem to behave strangely at times.
