spadmin is usually not on the path; but is in the same place where all the other binaries are. If you say which soffice you will know where openoffice is found on the path. This will almost certainly be a link. Follow this link (and further if necessary) and you'll get to the directory where they all are. spadmin will be there too; and you can use the full name to invoke it.
