This all has to do with left page/right page orientation in printing.
Title pages are set as a right page. The first page is also a right page.
(Ever notice that books are this way. The back of the title page is
usually blank unless there is copyright information on it.) So OOo "adds"
a left page to keep this orientation. The only way to resolve this is to
have some text on the page between the title and the first page.
