If you think of PDF as paper that hasn't taken a physical form yet, that
helps.
It's not really designed or intended to be a format for editing,
but instead is a wrapper for distributing things to be printed.
Nearly anything can be put into that wrapper, not just text.
The question does make me wonder if there isn't a need for something,
maybe a typesetting format, in between PDF (an end format) and
OpenDocument (an editing format).
