Did the apostrophe get put in by the OOo import? That could be a reasonable thing to do if the cell is formatted as text. In any case, Excel should not be the standard for spreadsheet behaviour. It has gotten too many basic things wrong over the years. For example, Excel 97 (and possibly Excel 2000) incorrectly count the year 1900 as a leap year.
