Really? Perhaps the docs in English could do with some improvement. Maybe the original French version is better but I did thinl the translation was done correctly. As to the instructions you have commented on, I would like to point out that normal usage of the Package manager is covered in Help > Contents > Index > Search term > package manager. SO why repeat it? Whereas, as stated, the 2.0 instructions are for multi-user. I can see where you might get the two confused. Perhaps this tool is not for you after all you can certainly do this via File > Save as by doing the save for each format you want.
