It should though be possible to "Reveal Structure". I use Calc more than
Writer and the structure tab in the function wizard is invaluable if a
complex function is not evaluating correctly. I'm sure that something
similar would assist those whose formatting is not behaving properly.

There is already a macro to reveal the structure. It was written specifically to mimick the behavior in WP. I installed the macro, ran the macro, and said "Wow, that is really cool". I find it of limited usefulness so I do not use it on a regular basis. I have not worked with it enough to know how it handles styles and such, it is my guess that it is not specifically addressed.

As for making this a part of OOo. Sure, they can do it, no problem. First, there must be enough people that want it to convince Sun to spend the money to put it in. If Sun does not do it, which would certainly cost them a lot of money, then volunteers must do it. In this case, you need someone such as yourself, who really really likes the functionality to become the champion for the cause. A champion will either do the coding or fund someone else to do the coding.

In Word Perfect, reveal codes is not just for looking, but you can see the cursor move in both areas and you can manually delete formatting marks. If I were the coding champion for this, I would probably choose to NOT show formatting codes that existed based on styles because it would encourage people to modify codes inline rather than in styles. I would, however, show where styles started and stopped.

My recommendation is that you start with any existing Requests For Enhancement (RFE) and be certain to itemize how you feel that things should be handled in OOo. Be as complete and detailed as you can. If the RFE does not exist, then create it. You might be amazed at how much you can accomplish if you give it a try!
