Hi David,
 "Moderated" generally means that the person sending the original email 
is not subscribed to the mailing list and therefore will not see any responses 
unless you also send the response directly to the user. Note that not all 
moderated emails have "[moderated]" in the subject line. To know whether an 
email has been accepted by the list moderater (hence it is "moderated"), you 
can check the field "Delivered-to:" to see if it has the value "moderator". 
I'm not sure how easy it is with Outlook, but this type of fioltering is easy 
with a mail client like Thunderbird from http://mozilla.org.
