Thanks to all who have tried to help me - in vain.
Cyrillic fonts and keyboard layout I had already installed in OS (Windows XP 
home). Word perfect, which was installed on my new PC when I bought it (instead 
of MS Word on the one  I used before), recognized automatically  my Russian 
Word-files and opened them correctly with the original layout an cyrillic 
characters. 
OOo writer continues to prefer Hebrew, even though I managed at last to install 
with the aid of DicOOo.sxw the Russian module from PackFull.zip. In "Extras" - 
"Optionen" - "Spracheinstellungen" - ... Russian dictionaries and spell-checker 
were marked then installed. But "Extras" - "Sprache" showed only the symbol for 
spell-checking. I thought it was here where I could/should choose the language 
of my actuel document. 
Other strange phenomenon: When I enter a Cyrillic font (Time1TCY e.g.)in the 
respective box of the writer menue, only the keys for the German Umlaute (öäü) 
produce the Cyrillic characters corresponding to Russian keyboard layout. As to 
the rest - latin: Times New Roman.
If I were not convinced, still, that all that annoying mischief is due only to 
my inexperience with PC (and with PC-English), I would send to hell your OOo. I 
really need my poor brain for other jobs.
Apart this problem of multilingual use, I have been so far quite satisfied with 
OOo (about ten days experience).
