The logic that says that each cell has a value which is kept internally in a 
manner that is independent of the formatting for the user. When the user 
selects fraction formatting, they can say how many places are required in the 
denominator and the result is then displayed with the best rational 
approximation using no more than the precision specified. The cell could 
later be re-formatted to a real number, but the actual value of the cell will 
remain unchanged.
