Actually it's US$150 approx. for full global distribution, or US$35 for ISBN only (listing in Books in Print), or no charge if you don't need an ISBN.

For a book like the Developer's Guide, I would think the main audience would be people within the OOo community, so an ISBN would probably not be necessary.

As the book is maintained by Sun, keeping it up to date as a printed book would need some coordination, if someone else wanted to take it on. I suspect that the idea has been considered and rejected as too much work for a very small number of likely sales.
