Download the language pack and install it. Should be available
from http://fr.openoffice.org/ but if they only offer the whole thing
localized in French, try
http://oootranslation.services.openoffice.org/pub/OpenOffice.org/

Download size tends to be in the 20Mb range so reduces space needs and
you can switch back and forth like I do.
