I noticed that Ibiblio sometimes is throttled for some reason. Probably
because of load. Try one of the others such as Indiana U which I have
found quite reasonable.
I alos think you should use a download manager that can resume or take a
look at using bittorrent/p2p download which can also resume.
The following may help with the download managers and it used to be part
of the download info but I do not see it there:
