pdf's 'do not edit' flag is just that - a flag that client software has to obey. if it does not, there is nothing that could stop anyone from copying, editing or doing other things to the content.

the only thing that could help with _editing_ would be digital signatures which would show right away that the file was edited. there is no way to prevent data from being copied unless you control whole data path - in this case, that would require completely controlling all software in the document's path.
and this is what we are trying to prevent with opensource ;)

so, in summary : if you want to preserve data integrity, use digital signatures.
