JRE stands for "Java Runtime Environment". Java is needed for the
different wizards and also for using the Base component. 

For knowing, if you have Java installed, type the following command in
the command line:

java -version

If this command not works properly for you, I recommend, that you choose
the OOo version bundled with Java.
