So far as I know, OpenOffice does not read PDF files.  Perhaps someone
will develop an extension or plug-in to do so.  Until then, there are
many utilities available on the Internet that will allow you to do what
you want, or can come close, anyway.  Some cost money and some are
free.  One that I like to use is Graphics Magick (Image Magick in Linux
based systems) - it can convert PDF files into other formats - these are
image formats, but if you have a good OCR program, that should not be a
problem.  Graphics Magick is a command line utility for Windows
platforms (i.e. you run it in a DOS box).

As for Word files, converting them from Word to anything else is rather
iffy, at best.  See MS in their money-making wisdom has chosen to keep
the Word (actually all the Office) file formats proprietary (i.e.
secret).  To further complicate matters, they change those format
specifications with every new release.  This, of course, means that
anyone wanting to read a Word file has to first reverse engineer the
file format.  All that considered, OpenOffice does remarkably well in
reading Word files - there are a few glitches, but, in the main, I am
satisfied.
