I'm not sure, but if I recall correctly, what you actually get is a
compressed file which you need to unzip using Winzip or similar. That
will produce a setup program which will complete the installation.

There should be a "Readme" file in the zip file which you have
downloaded.

Also, if you are hoping to use OO to convert Works files you will be
disappointed. There are very few products (if any) that will do this.
