It should be possible, using the language selector, within cell styles.

Open up the stylist(F11), it will normally open with cell styles having
the focus. Right click on "Default", select "New" and enter a suitable
name for this new style. Select the numbers tab, choose a suitable
language for using decimal point and set any other associated formatting
you may require. Click OK to save your new style. Now if you apply this
style to a cell or range of cells a decimal point should be displayed,
if you apply the default style a decimal comma will be displayed and
your dates will have the Dutch format. 

You can generate a number of different styles and easily switch between
them. For example if you had to present your finished document with
comma's, you would simply apply the default style to the respective
cells.

If you now save this document(containing your new styles) as a template
and set it as the default template, your settings will be available to
all new documents.
