You might note that the spell checker buttons appear in the "standard"
toolbar (one that I don't normally have visible).

There are two icons at the top of OOo's window containing "ABC". One
had a check mark under it, and it is used to check spelling. The second
one has a squiggly line under it. It is labeled AutoSpellcheck. It serves
as an Off/On "switch". If it is On, click to turn it off. (Any red
squiggly lines under misspelled words will disappear.) This seems to be
what you want.
If you should ever want to have OOo automatically check for misspelled
words, click the AutoSpellchecker icon to turn it back on.
