I download the data from an Internet source and the only thing I know about
the file format is that it is "text document."  I will try to track down
more info about the format.  In the meantime, here is what I gather from
your message -- please let me know if I've got it:

Base can not import fixed-width ASCII text files.  Base can import delimited
ASCII text files.  If my ASCII text file is fixed-width, I will first need
to convert it to a delimited file format then I will be able to import it.
