No charge, ever, for any purpose. The only constraint in the license is the one about distribution of a derived work having to be given out with accessible source for it. More information about the OOo licence here: http://www.openoffice.org/license.html It is nice to see that the government funding is being given to someone who is actually looking at alternatives. If the contract though is for instruction in how to use MS s/w, then I would be livid that my tax pounds are being used to teach people how to use a commercial product, rather than a more general education.
