The answer is YES, but your question is somewhat misplaced. Normally it is the job of your computer system (not OOo) to provide the necessary fonts/scripts. I don't know how it works with Windows, but on a GNU/Linux system you need to have the right fonts installed (they exist, but this is a separate software package from OOo), and you need to activate the appropriate "locales" on your system. All GNU/Linux systems come with a Devanagari keyboard pre-installed.
