I finally got it to work. 1. I changed my HTML compatability. Tools>Options>LoadSave>HTML Compatability. I changed my character set to Hebrew (Windows-1255). 2. Copied a section from that webpage. 3. Edit>Paste Special>Unformatted text. (At this point, the characters, as well as the vowel pointings and accents are displayed properly -- only it is in Tahoma). 4. I selected the hebrew text, then applied SBL_Hebrew to it. And voila! Just right. :)
