If you mean functionality of wordart, than you should use Fontwork in 
openoffice. One way, how to do it is through view - toolbars menu make 
visible Fontwork menu in insert word art like graphic through first icon 
- Fontwork gallery. If I remember right, you can't apply fontwork to 
existing text in contrast to previous ooo versions.
