I can confirm that saving the file as .doc invokes the OOo recovery process. 
I read the .doc file, saved as .odt, closed OOo, read in the .odf file, 
tried to save as .doc and it crashed.

I tried fiddling the file, and made it work. It seems to be something to do 
with the line "Affected changes per ECO/Deviation:..." I'm not sure, but I 
think it may be something to do with a cell height of zero? I dragged some 
cells down and more became visible. In my attempts to fix things, I also 
merged some cells and removed many grey field-like characters (but as far as 
I could tell, they are not fields). Also removed the frame that the second 
page table was in (but that didn't solve the problem).

Anyway, the fixed file is here:

It's probably had it's layout changed a bit, but it should give you 
something to work with.
