It all depends on what is actually shown on the invoice - 39:50 or
39.83. Usually it's the hr/min, so rounding would be incorrect. And it
may only be a small difference, but someone else may be checking the
figures, and you don't want them coming up with different answers and
then doubting every other calculation you do.
39:50 is actually shown on the invoice. As far as I'm concerned, it
was right the first time. However, it was rejected by the client as
being incorrect by a few cents out.
What can you do.

I think what you can do is explain to the client how rounding works, and
that he was rounding and thus got an incorrect result (by a few cents,
as you observe). Since 39:50 (39 hours and 50 minutes) is what is shown
on the invoice, NOT 39.83 hours, then the number you got the first time
was correct. I would expect that if you explain how rounding works and
why your result was the correct one, he would understand the situation.
If he wants to use a calculator, just have him divide 50 by 60 and see
that it is really 0.833333333333, not 0.83. Then have him multiply
39.83333333333333 by the hourly rate, and that should convince him that
the answer is correct.
