Two things I could think of that might cause this problem.
1. An orphaned setup process is running in the background, but you can't
see it. Please try to reboot your computer and try again.
2. You have an old version of OOo installed and the quickstarter is
running. Look for some seagulls in a blue box on your task bar. Right
click and close that, then try the setup again.
Please also look at the installation documentation on the web site for
more help specific to your operating system (which you didn't mention),
