However, evidently it can be done. It's just a matter of figuring out
if OO.o already has the functionality and I haven't found the button
for it yet, or if this is something to add to the wish list for future
versions.

The possibilitiy to save a filled PDF form with the free Acrobat
Reader is not related to the security permission. So it won't be in
the security permission functionality I talked about above.
This is something obtained enabling reader hidden functionality
through something called by Adobe "Reader Extensions". They are not
part of the PDF specification.
This "activation" is a service provided by an Adobe server product
used to munipulate PDF documents for big organizations.
The IRS f1040.pdf form pointed to in a former message wasalmost surely
generated in this way.
In any case, even if OOo is added this possibility, there is a clause
in the Acrobat Reader EULA that forbids to use Acrobat Reader to save
PDF with this functionality enabled by other _non_ Adobe application.
This latter is a lawyer part, it should be analyzed by someone whith a
better law knowlegde than me. Reference is the EULA:

And the paragraph to examine is the 2.5.

Anyway this can surely be added to the wish list.
