As GRS has stated your description is limited, but I will take a guess
at the following:

You are running some flavour of windows. You have downloaded the OOo
installer package to your desktop and run the installer from there. Now
you expect to open the program by double clicking on the installer
program icon again.

OOo does not automatically clutter your desktop with icons, after
installation you will find a new sub-menu entry in your "Start -> All
Programs (Programs)" menu called OpenOffice.org from where you can start
the OOo components.
