It is not affiliated with OpenOffice.org (OOo) in any way. It does
advertise that its Writer component will read as well as write PDF files.
That may or may not be accurate. It lists the cost of its software at $59
which the site claims to contain some extras above and beyond OOo. And you
can help them sell their software to others and receive $44.75 for each
unit you sell (affiliate program).
As long as they follow the guidelines set down in the LGPL (OOo's
license), they are free to sell it even at the price they are charging.
However, if their program is just a slightly revised version of OOo, then
their claim of being able to read PDF files is fraudulent.
Is this a potential rip-off? Possibly it is. It all depends upon what
value has been added to the basic program. It might also depend upon how
old their basic program is.
