If I understand what you are trying to do, I would create two paragraph 
styles, one for Questions, and one for Answers. Under the Text Flow tab for 
both, set "Do not split paragraph". For Question style also set "Keep with 
next paragraph". You can also set the text styles here too so that only a 
change to the Question style would change all the question text to bold, etc.
